We would use phplist opensource for this purpose which is certainly the best solution available for such a requirement. We would customize it to use Amazon Email Service. It has all possible features like management of recipients list, scheduling message, WYSIWYG editor for message editing, reports of messages sent including reports for read/unread/bounce messages etc. Please open PMB to discuss this further.
