Need video with snippets and descritpions

The program player for specific snippets from saved video files We choose by watching specific videos and marking places that interest us. we assign our descriptions, names to the selected snippets Snippets retained in content (changeable categories to add to category) When you select one or more snippets from the content through the viewfinder, they are played in the selected order. If necessary, we can watch the specific snippet before and after, we want to place these files and programs on a separate linux server. We want to watch it all through a web browser.
