login , registration and admin update for a website

i have a template in a free website builder that i want to be made a real website with the following. Member can register , and login. in the member area , member has account balance $0.00 and his username will appear. he has a withdraw button which when clicked will pop up a form with field 1) enter amount, enter email. send . when he send the amount will be dedudted from balance and email will be send to my email with members user name and amount. in admin, admin can add funds to member balance, by clicking a button deposit money to member , which will bring a pop up with field(1 )enter user username and amount, once this is done member account balance will be updated with this amount. please this is all i want
