Create a small Custom Plugin for Wordpress -- 2

We need a plugin that will allow users in our website to participate in Campaigns that we will create. These are the functions the plugin should perform: 1- Allow users to register in our website (custom fields will required) 2- Allow users to login to our website 3- Allow Admins to create Campaigns (campaigns should have a name, description, start date, end date so that when end date arrives users cant participate anymore, max participants so that we can set a max number). 4- Allow users to participate in Campaigns by clicking a button 'Participate'. Once users click this button it should be recorded in the data base. ie. User X participating in Campaign Y. 5- List participants by Campaign (admin) in a table. It should have a drop-down where we can select the Campaign and then it loads all users that are participating and their data (including custom fields that were requested in the custom registration)
