Blackjack Table For Online Game

Basically I have an online game which allows players to own properties/casinos etc. You can own a Blackjack table which people can bet on to try bankrupt it. But at the moment I can only get the Blackjack odds to be 50/50 chance win, which isn't what I want. I want it to be in favor of the owner, 70% owner, 30% player for example. An even better add to it would be to have a code that knows if the person is trying a strategy (doubling up), or if they win too much they then start to lose. This requires quite advanced knowledge of PHP to solve this I believe. Also a strong knowledge of online game creating will be needed. The Blackjack game file and anything else needed will be given to you to edit. Testing will need to be done to the script probably more than once to get it right. I also require you to tell me where code has been edited/added, and if/where I can change it.
