liquidation sniper

Looking for someone to create a small scraper for a liquidation dot com site that has auctions. I should be able to enter an auction number and maximum bid and the program will wait until 3 minutes prior to the auction and place the minimum bid. I should be able to enter multiple auction numbers and the program will track of them. If there is a bid above the maximum it should mention what the final bid was. Note, if bid occurs within three minutes of the end of the auction, the end time of the auction will be extended by another three minutes. So from the original end time our system needs to track when it is ending, checking every minute. My website account settings will be saved in a configuration file. Winform Program must be written in vb.net 2.0 using Visual Studio 2005
