56160 PHP or Perl Includes Database

Are you a PHP programmer capable and interested in helping me develop a text/banner advertising exchange with a viral traffic system that will have truly unique features and break new ground in marketing??? I know this isn't re-inventing the wheel, but I know that the webmaster friendly features I have created will make this advertising system a mass appeal winner. I realize there is a lot of competition and it is already being done, however my ideas are better plus I have the marketing savvy to launch this project properly. Definitely will involve PHP and possibly Perl (may need a wrapper to get includes to display). This should be easy for a sharp programmer. I have the project mapped out extensively including flow and features, but need to develop database, insert includes in pages as pure HTML and manage affiliates/users and their ad campaigns. This will be a free traffic exchange program with upsells and subscriptions to access VIP features. Your part in the plan will be to make it functional from a programming standpoint only. I will design all the HTML, graphics, marketing materials etc. I have the features and flow very well thought out and have already confirmed it is possible to develop. I just need someone to help me take it from the drawing board to reality. Are you capable and interested in this project? If so you MUST be fluent in English and be located in the USA and be willing to spend at least some time discussing the project and features on the phone. I prefer to work with an individual who is smart and knows some tricks, but will consider a company.
