Make a very simple, above the fold, page w/dropdown. quickly

Hello, I need a very simple page made please. I want a page with a picture, centered in the background, and in the center of the page I want a couple lines of text. Below that, I'll want a dropdown menu, and below that I'll want the button to take the viewer to the chosen dropdown option in the same window. I am looking for the html for this website. I want to be able to change the background image, font colour, font text, drop down links, ect. This is a very simple task that I'd like immediately please.
