tinyscrollbar mod 2

i couldnt understand why the bids were so high since this is a relatively simple project. Then i realized i selected the wrong project size so here it is reposted correctly. check this out - tinyscrollbar. add up and down arrow on the bar, so that we can scroll up and down. there's no func for that right now. i can click a point on the scroll bar and i jumps me there or i can drag the thumb. but i can't just scroll up or down, via mouse or keyboard need to add arrows and add hover or click scrolling
