Simple Message board in PHP

Hi, I need someone who can code a ordering and messageboard script in PHP. It is a service where people can submit their PSD files and we make it into HTML. Simple Put: 1. ORDER FORM - with additional choices, requires Javascript. (See [login to view URL]) 2. PAYMENT WITH PAYPAL/[login to view URL] - the quoted sum is paid by paypal/2checkout.com. Link together with the site.. 3. MESSAGE BOARD - Upload files and send message to administrator - get an email when new email posted. 4. ADMIN SYSTEM - overview of orders - click on one and set status and write answer, post files, anbd post a paypal link to pay more. - overview of users - see statistics - create admin account - for logging in and answer threads We are on a very short budget, so price is extremely important here, if you have done things like this befopre and can but it together cheap and easy, write that, otherwise write your portfolio and more info about you.
