Website redesign and completed for an event management company

I need a freelancer that can complete, bring fresh ideas to a website (18 - 20pages) that has been developed at present. The template of what I am looking for and the layout of the website is all there; however my designers and programmers are failing at certain things I need done. The website at present, looks lifeless and is not attracting to the young clients (18 - 30) my company carters for. I am open to suggestions from the freelancer that gets this job and expect them to fully deliver to the highest standard of what I am looking to achieve.
