ASP Website(s) bug fix up or redesign

I am looking for a ASP.NET coder to fix my website, website needs debugging, tunning and polishing.[ [login to view URL]][1] - website too slow to load up - The websites need a redesign and fixup - The search module needs to be tuned and made more robust - Feedback section needs to be redesigned - Admin section needs debugging as most features do not work In addition to the above, the coder should be able to: 1. Cut down on round-trips - Combine boilerplate images (CSS Sprites) - Combine CSS (consider inline styles instead for unique settings) - Combine Scripts into single files where possible (try and have just one externally linked CSS and JS per page) 2. Reduce bandwidth - Compress scripts, HTML and CSS (remove whitespace, comments etc). - Set GZIP compression on the server for scripts, html and CSS but NOT images - Use thumbnail images with the option to load larger images in popups (the images currently are the large size squeezed into thumbnails). These can still be pre-loaded 3. Rendering - Render ad banners last ??" these take longer to fetch from the 3rd party servers and slow down the rendering of the site - Put all <script> tags at the bottom - Put all CSS link tags in the HEAD at the top, etc Once that is done, will clone .[login to view URL] with changes in search criteria, and use the same code for [[login to view URL]][2] This is a 3rd time RAC repost, So I would want coders to demonstrate that they can deliver for my projects. Please have a look at those two websites before bidding. I am more interested in what you can do to improve those websites (MAKE THEM WORK AND LOOK BETTER) than what you have done in the past. Am open to new ideas and suggestions.
