Many times photos which are kept in a hard drive or a memory card are opened and appear to be corrupted. We have assuming that millions of photos are garbled by colors and lines, banding or shifted, or even can not be opened at all. Since most of the people take photos and store them without opening them for a long period of time, there isn't much awareness to this problem, but months from now, it will be a well known problem.
**The problem
**JPG files can be easily corrupted because of the way [JPEG compression][1] is designed, images are stored in tightly-packed streams of binary bits (not bytes). Each pixel can be represented by as few as 2 bits to as many as 26 bits (dictated by the variable-length [Huffman Coding scheme][2]). To make matters worse, in an effort to keep the compression as efficient as possible, there is virtually nothing to indicate where you are in the stream of bits (unless Restart Markers are used). Therefore, as soon as a single bit is encountered wrong, the millions of bits that follow will be decoded incorrectly as well. The manner in which DC and AC coefficients are arranged in [MCUs][3]means that this corruption often shows up in shearing, wild color shifts and many other visual phenomena.
The solution we wish the coder to develop:
1. A software based solution to protect JPG files from being destorted or corrupted.
2. A software based solution to fix corrupted JPG files.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
