DJ scratching effect

I would need a VB6 or ActiveX solution which would allow to load audio file (like these attached in archive) in waveform. After this mouse movements or mouse draging should determine audio position and play audio data on cursor position, producing DJ "scratching" effect, like manual turning vinyl record on classic turntable. Coders who provide compiled working demo example of effect will have advantage to be chosen for the project. Consequently, "I can do it..." type of bids most probably would not be accepted.
