I've worked with the Amazon API before, integrating it into my shopping system, so I should have no issue developing your website. If I understand you correctly, you want people to buy an Amazon giftcard from you, of whatever amount, and then you give the user the code? From my understanding this requires "Amazon Gift Codes on Demand" Otherwise, if you want the user to pay to buy the card, and then buy the card on Amazon, and then redirect to your website... I'm not sure why you'd want it that way but if you do that's possible as well.
