a perl script to send SMS from a modem pool device

I have a sms modem pool device which could have 8 sim card so i could send SMS, I think each modem connect to the device via serial port, and in the device, i can bind a socket to a serial port. I know how to use AT command if the modem connect to my linux box serial port, but I have no idea how to do when it's a modem pool with a IP address.
I want some guy could help me to finish this perl script.
