An app like a Konsole joystick, Xbox 360/one - PS3/PS4

Hello everybody. I need some one that can make an app for me, including the designs and logo and Almost everything. The idea is pretty simple, i want an app that works on android and iphones etc, that works just like a Joystick for konsole,... So instead of using a playstation or xbox 360/one Joystick people should be able to download my app, and use it as a joystick. Im thinking of something very easy to use, 100% compatible, and works just like a joystick with no delay. Offer me a price and we will dicuss this further. but first off all i would require from you in the project to design the app look, (how it looks, the buttons, etc) and after that, start coding into that. I must honestly say that i don't really know how to make an app, or actually i dont know anything about apps, so you must be able to guide me through and tell me alot about it, so i can get an insight in what were doing. OBS: I will and cannot upfront pay, which means you'll need to devolep an example or demo, i will test it, and after that ill make first milestone payment, and when the project is done i will pay the rest.
