Android Browser with Filtering

We have an internet filter for Windows that uses a client server model. I need an android filter doing the same thing. It should work like this. Installing and configuration requires a username and password that validates with the server. Install a browser that resembles the android default browser in functionality. Prevent other browsers from running, with a message saying so. When a url is requested, the browser creates a second request and sends it to the server. the server decides if the webpage should be blocked or allowed and either allows the request or redirects the request to a block page explaining why it is blocked. There are examples of this functionality from other companies. When this portion of the project is complete, there will be future projects adding functionality.
