I can develop this project using Ruby on Rails, and real-time currency value updates, to preview in real time how much money you'll exchange. The project need to be secure, for that we will use encryption (AES/RC4, since RSA it's too slow for financial transactions) and for SSL we'll use the LetsEncrypt.
