What you're looking for is not a web designer, but someone who can design the website in a way that can help you get forex clients for you. You can get a cheap web designer for that and he will design it as per your requirements, but you're going to need a qualified person to design it if your purpose is to get clients hiring you and shooting you countless emails with their requests to open accounts with you.
