Add To Favourites basket stored in cookies until user deletes or submits

I have an existing Wordpress website and need to add a "Favourites" function. All images uploaded to the website will have a heart icon over the top of it. Some images are on a scroller (see attached) so this will need to work with basic images displayed and any images in a scroller / slider. A user can click the heart icon, it will change from white to green, this then adds the image (URL) to the basket. If a user clicks on the favourites box at the top of the header, or the "My Favourites" link in the footer, they are taken to a "My Favourites" page which shows all the images they have added to the favourites basket. They can delete any unwanted images here. There will be a form on the favorites page which they can submit along with their contact details to admin. The email that admin receives will show user contact details, and the images the user likes. All submissions are also stored in Contact Form 7 database showing image selections. It must show the images, not just the image links. The 'Add To Favourites' function must be available for any image uploaded by admin. PSD will be supplied of the favourites page. I will also need a Thank You page after the user has submitted the form to admin. No timewasters. Experienced, competent freelancers only should apply.
