An automated keyword search program for IOS/Windows

I need a program that will have the option to: Search a certain key word on a specific website and notify my phone when the word appears, and notify me when the website page changes. This program should have the option to be toggled on and off individually and have a wide range of capability (working on searching the entire domain to one section of the site.) (can open file types such as pdfs, docs, jpg, etc.). Additional features, such as recorded history of edits(keyword entered, time and date keyword was found, url the keyword was found in, saved pdf, doc, file keyword was found in.) The program should have the appropriate settings to allow the admin to change the refresh time between every search in order to not overwhelm the system that’s being used (since this will probably not be used in a server. If one were to comment a suggestion and have a set up for a server domain to allow intensive refresh, please let me know and maybe I’ll consider for additional pay.) Product should come with a guide on how to use the program and comments in the code that would allow anybody to clearly understand how to use it and understand how it works, and allow settings to be changed remotely. The program must work with these devices w/ the current OS: iPhone SE(2020)/iPhone 12 with IOS 14+ Windows OS 10 Pay will be administered as a flat fee. I’m offering $50 for the completion with potential bonus depending on the quality of the program. Taking this job will not constitute you as an employee but rather someone who is selling another a product that may the individual based on what it can do as described above.
