Hello, I work with Oracle many years. I can advice these approaches: 1. Try to make copy of remote tables in your database, create indexes and collect statistic, after this update your tables, do not use MERGE. Clear temp tables and fill them after each start of your procedure. 2. Use hints, for example "driving_site" and others. For more exact advices I must see the databases diagrams or empty exports of database tables at least.
