Neopets login checker

I need you to develop some software for me. I would like this software to be developed for Windows .i need someone to create a bot that attmepts to login to neopets with lots of accounts with the format username:password and let me know if it was successful or not. That way i know if i have the correct login info or not. I need this to be usable with a vpn or something so that my ip changes after approximately 15 login attemps, or else you get a temporary soft ban from the site. Lmk if you can help.
