Build a HyperLedger project account system

The HyperLedger system is to enable full security and unhackability by any parties for real estate and infrastructure development projects. Each project will set up a Project Account with designated Banks; onshore and offshore, for direct debit from the Project Account based on a sequence of verification and approval processes, chained by blocks of data & information of the particular project. It should enable the project platform to lock in all key data and information on Project Development contracts and agreements, quotation, payment and disbursement so no one can manipulate, alter or amend information and data. All payments and disbursements must be strictly matched with existing approved quotations, information and approval status and person. It will consist of multiple APIs that are required to work with different systems from developers, funder, Banks, contractors, architects, professional service providers like Consultants, Trustees, Lawyers, etc. It must be able to generate an Audit trail report on all payments/disbursements within 24 hours. The system must also be able to allow different parties at different levels to authorize, verify and approve payment or disbursement by the bank, directly to service providers and vendors. No Cryptocurrency involved. So, please don't suggest ERC20, NEO, Stellar, or other coin-based Blockchain services.
