I can write a custom script to monitor said directory; upon arrival of new PDF document, the script will then email the file to intended recipients and archive the document to a customizable network path. This can be achieved in BASH, Perl, PHP, or Python, depending on what options the system provides.

i able and got idea how to do it. i will create window service which will run on background. the services will set intervals to check if pdf files are exist, then search the email address inside that pdf files. after that, the pdf will email accordingly and move to another location.
