Tooltip system, for Joomla but must be stand-alone -- 2

I want a tooltip system to use on my Joomla website. The tooltip system must work independently from external libraries and be able to function stand-alone. The problem with the Joomla tooltip system, and as far as i can tell extensions, is that somehow they all depend on specific versions of Joomla or underlying libraries like bootstrap. I want something that works on its own. You can use HTML, CSS and standard javascript. No external libraries and that includes jquery. The tooltip must fit inside an html container like a div element and it must adjust its position and size as well as possible based on device and screensize. Computers with a mouse device can use hover to make the tooltip appear. As mobile phones don't have hover the tooltip there must appear after a click. Removing the tooltipmust require q click, ot a timeout. The information inside the tooltip may not shift outside the visible screen left or right. It may become large in height if need be, In other words it must work on desktops, laptops, tablets and especially also mobile phones. Rather than re-invent the wheel i suggest you look around for existing solutions and make a bid with a specific suggestion what to use. You can offer to create it from scratch but you better be sure you can get it to work on a detailled level.
