Mapping Location App (Google Map API, etc)

Hello! Project scope: - Users sign up (using email & password) - User can add/edit/delete list of addresses - Addresses for all users displayed on a central map for the public to see. No graphic design needed. I will add design later. Basic form functionality is good. Detailed project overview: People can sign up (using email and password) to login and add/edit/delete list of addresses, and edit profile info. Have an admin account (using email and password) that I can sort/search/edit/add/delete addresses from the complete universe of addresses. And edit email and password. Public is able to access a map (on the web and using webview app) that shows the list of addresses from the database around a person using location information. Pages need to be responsive, basic and functional. Graphic design elements will be added after. The website will use webview app to allow users to have an app on their android and apple phones. I provide design for app icon and splash. When using the app, a person can see the addresses pinned on a map around them.
