Live Cam - Make image refresh smooth so end use doesn't see the transition

What I propose is to reload the image on the page, instead of the page itself. I suggest using a technique called "double buffering" to eliminate flicker - essentially keep displaying the last image retrieved until a new image is ready to display. I presume you have the server side setup with access to the camera, etc. and just need help making the client experience more polished.
