Website Admin Work (Ongoing)

Wholesale website of consumer products. I had a duplicate of an old website made and working with a different hosting company and with a new URL. As soon as the new duplicate website was up and running, we canceled the old one and wanted to swap the old URL name in place of the new one and in the middle of it, my freelancer stopped answering emails and has not finished the project. This is a simple name swap (the freelancer did all the hard work of updating and doing everything and getting the website to work) but now nothing is coming up except the home page (but nothing else works on it). To sum up, I need the domain name swap completed and the website and portions of to function like they did before we attempted the name change. I have a database that I don't want to lose as well. Once the URL swap is done, I need simple instructions on how to update/add/delete different portions of the links and text and graphics on the home page. The website has a spanish language option and I want instructions on to change the spanish side of eveything as well (I did some FAQ page updates in English before this domain problem happened but did not know how to access the Spanish side) I also need to set up the 3 main email accounts once the site is running and instructions on how to add and delete email accounts in the future. I also need some basic updates done (and instructions on how to do them myself later): 1) Change the required information on the "Register a new account" page (I need to change the order of a few things, add options, add required info fields, add questions and a box to type in more info or "Other")for new customers signing up. 2) I need the title of the website to be changed and centered on the top of home page with the phone number and I need the font and size larger and more noticeable than it currently is (And instructions of how to change them my self later) 3) How to change the graphs and logos on the home page and throughout the site (where do I need to upload the new images) 4)Auto notification when someone signs up on the website emailed to me. 5) Add logos to website home page (bottom) showing the Private SSL security for customers signing up and ordering. 6) How to add logos to the bottom of the website (for future links or affiliates) 7) SEO: I need the Title Tag for the website to read "Wholesale Shoes ! Closeout Footwear ! Air Shoes" (I need instructions on how to change this my self later) 8) Meta Tags: Wholesale Shoes, Closeout Shoes, Tennis, Sneakers, Footwear, Boots, Sandals, Koling, Air Shoes, Work Boots, ACE, Pro Speed (I need instructions on how to change this my self later) 9) Meta Description Tag: wholesale shoes, distributor shoes, closeout shoes, discount shoes, Quality Shoes at Wholesale Prices, Tennis, Sneakers, Footwear, Boots, Sandals, Koling, Air Shoes, Cosmos, tenis, Eagle Boots, NY Boots, ACE shoes, Sports shoes, Clogs, Work Boots, Safety Boots, Steel Toe Boots, Women shoes, infant shoes, baby shoes, kids shoes, Men shoes, import shoes, export shoes, Flea market shoes, flea market products. (I need instructions on how to change this my self later) Thats it for now. If you do a great job, I have ongoing future projects (such as adding a pricing structure to the site for different clients, working with UPS Freight to set up an online frieght calculating tool in the shopping cart, an affiliate program I need set up and much more) Price is important as we have a tight budget and need to budget for future ongoing projects.
