Website for multifuncinal English Academy

I am looking for someone to create and design a website. I am not sure what language I want to use (PSP,PYTHON,HTML, ect...) as I don't know what it actually means. All I know is that(*I* suppose) I want the most advanced option,but I am open for suggestions in regards to the language. I am opening an English-teaching school and I need a website for it .What I mean by multifunctional is that along with giving programmed group classes at the school,The business will specialize in: 1)Private English classes at the students home(with the option of picking from the list of teachers that i have chosen to add to the teachers section.) 2)Online and on the phone classes with a teacher. 3)in-company classes(classes at the company/business/office of the student,in a group or one on one.) 4) Children section: The children's section will offer the options of private classes,English tutoring,both at the children's home or at the academy,and group classes for children at the academy. I need about 10 photos,either from Google images or I will need them Photoshoped. that basically outlines the goal. Finally I WILL PROVIDE STEP BY STEP INSTRUCTION, when I have picked the bidder,and be informed that I will scan and send an artist's drawing of each single part of the website including the writing (the English and Spanish writing.) IN CONCLUSION I WANT MY WEB SITE TO BE A COMBINATION OF ALL OF THESE WEBSITES PUT TOGETHER...I MEAN,AS FAR AS THE OPTIONS that the business offers.
