I am assuming that the admin will have an admin dashboard module that let's them manage / change the reward system logic / rates from the backend , am I correct ? Also naturally each user will have their own DIGI-WALLET in the application and they too will have a dashboard of their own the platform that you have explained here is a PHP BASED SYSTEM that works on a Relational Database module and of course for the users it has to have the proper CSS structure. However , based on the specs you have mentioned , I would also like to know about the type of Server that you have for this project as the user specs suggests a lot of Server side scripting requirements. To be honest with you, when I was reading the description that you have written here , a lot of additional questions came to my mind specifically about the presentation of this platform to the users ( UX related questions ) and I believe I will need a more detailed discussion with you in order to cement my understanding on those specs.
