I need small Changes in my php site

I run A peer to peer donation site that when member provide help and pay his help , he get % over a period of time . when the time reaches system create automatic Receive help request. ......... I want the request help to be manual ( so that system won't auto create request help when pH is fully paid and due ) When they click on Request Help(after their pH is fully paid and due) , they will be redirected to pH page and PH before their Gh get processed.. Meanwhile they can't request help when they have pending Matching of pH( thus when they have pH order to pay )
