Improving Entry Level Worker Safety

• Summary of Business Problem: As a young person begins their career they often do not get basic safety instruction. Our objective is to provide basic safety instruction to entry level workers in the retail environment. These younger folks are more in tune to get this information on the web, most likely via their smart phone and that is the method that we want to deliver it. • Solutions Considered: So far we have not been able to locate a basic safety product in the format we would like to see. The younger worker gets their information digitally these days and not the ‘traditional’ way of learning that has been the custom. This project will be to develop a mobile web app and then handed off to the Washington Dept. of Labor & Industries, so it will have to be able to work on their website. What strategy or market research has been conducted to this point? We have found that business do not give much attention to safety for the entry level worker. There is almost an assumption that they already know it, either from prior work or general life experience. We have found a product, [login to view URL], that looks like it would suit our needs but it is only web based and not designed to be quickly delivered (mobile). We have also looked at the Quiz-Magic ([login to view URL]) product and like a few of the features they have (layout of modules and the slight use of gamification). What solutions have been considered? We understand that the food handler’s card is on a Learning Management System and we have been looking at Moodle for that capability. What are the current “acceptable” solutions and why were the others rejected? We are looking at a mobile web app that can run on browsers using HTML5, CSS, and Java Script. Having a native app will require maintenance and once this is handed off to Labor & Industries, it will need to be easy to manage and therefore we feel a mobile web app is a more suitable product. • Operating Systems (OS) & Devices: We need to reach as many devices as possible and believe that to keep costs under control, low maintenance and flexibility, we need to go the mobile web responsive design. What devices and operating systems are you selecting? With the myriad of mobile devices, we feel that we need to take a universal approach. How have you thought about native apps vs. mobile web? We have looked at native and believe it would need more maintenance and therefore be more costly. Once this is handed off to L&I, it will need to be easy to manage as it will become an item shared throughout the state. Is that decision final or still open? Final. Rick Means Who are other stakeholders and what is their level of involvement? Although we drive it to completion, Washington Labor & Industries is the final owner of the product. All participants will relinquish any rights to the finished product. Whose budget will this come out of? Washington Retail Association via a grant from Washington Labor & Industries. Who are the final decision makers? Jan Teague • Goals & Ideal Outcome: What is the financial model? None What other quantifiable goals are there? The ability to have the end user see what modules they have completed, to be able to receive a certificate upon passing a certain threshold. If that threshold is not met, the user has to re-take until they pass. At that point a certificate could also be printed out for attaching to an application or put in their personnel file.
