Hey, your project looks really interesting. What are you trying to achieve with it? I have done a lot of work with arduinos before. I build robots for fun and compete in several competitions. I am sure I will be able to get this done.
From what I understand, you need to start the second motor as soon as the drum drops below a certain RPM. However, I don't see an RPM sensor. We can do two things here, either install a sensor which can detect RPM, or we can rotate the drum at the threshold RPM, and check how much voltage motor #1 produces, and measure that to control the second motor.
