We need a Web-based tool designed for Exchange 2003 to allow on-line Exchange User administration tasks. The tool should be a single screen with the ability to search for users within a group display the user details and then edit them. Group administrators must only have access to users within their group. There is a Microsoft sample called UserInfoWebService which provides the basic serach functionality. We would like to use this a a basis to develop a more functional tool.

A very interesting project. It can be done and is very useful. There are a couple of other solutions such as open source groupwares and some commercial ones such as GoldMine, etc. I am sure that my solution is quite more cost-effective than theirs.
