Mouse Movement Speed Capper

I'm looking for a simple windows application which can prevent the mouse pointer from accelerating / moving past a certain speed. Hypothetically I would like to be able to move my mouse very quickly across my screen and have the mouse movement be capped at a speed that I can predetermine. Doesn't need a fancy interface, could simply be in the cmd and I just type in a number for the speed (not sure how you would go about determining that) Hopefully I've explained this well enough. I don't know much about programming but I don't think this should be too difficult to do, but I was unable to find any pre-existing software of this kind.
