Assess and Maybe Fix an Old Project -- 2

This project involves software designed for managing patients in a medical practice. It was developed in React/Node by a developer who was banished from this site. But the code is of debatable quality and some who have seen it have said it's not worth building upon. Others have said they could fix it but it would take more time to fix as opposed to starting over and even when done they could not guarantee that the code would be sound. So if one can start anew and build with better code in less time then that's the way to go. While the current site is the most recent build and is very buggy with bad code, it can be used for illustrative purposes. I'm considering changing the development from React to Vue but of course I'll welcome your opinions.
This product will need to be flexible as I want to modify/improve it over time. Quite frankly, I'm tired of being on this site looking for developers and want to just find one long-term partner.
Phase I is the charting tool which allows providers to document encounters. It's the heart of the program for providers. It functions "ok" but as you can see from the document it still has many issues. It is the most unique aspect of the project as it is new for developers. The other components--scheduling, task manager, communication, etc--have been done numerous times and won't be difficult. So essentially this project is CRM + the charting tool.
