Python scripting for creating a FACT file from CSV Data File

We have multiple CSV Files (144 CSV Files) with 2 Fields - Date/Time and a FACT ID (0 - 10).
Need a Python script to read all these files and create a single FACT File based on the logic below.
1) FACT File will have 3 Fields - Start Date Time , End date Time and FACT ID
Start Date Time will be the Start Date Time for the first entry with a specific FACT ID - 0 to 10
End date Time will be the value of Start Date Time just before the FACT ID switches to a different value.
Start Date Time for second FACT ID will be the first Date entry from starting line with new FACT ID.
This process will repeat every time the FACT ID switches from one value to another.
The third field is the FACT ID itself (0 -10)
Attaching a sample File with DATA File format on left and FACT file format needed (manually created to show the format).
