I am after a starting platform for an idea I have been having for a while now.
I want a chatbot/ Virtual Assistant .. could even call it a J.A.R.I.S (but not so complex)
As you may know all the chat bots out there which are for public download are useless. They have static answers and unable to communicate in a human like manner.

1) Chat interface & conversational skills - The AI bot needs to have a simple chat interface which holds the most recent conversation for myself to read. Quite simple.
The other issue with all chatbots their conversational skills are poor. They are static answer and question skills. I want my bot to be able to interact with me, ask me questions so I can aid it in learning. The bot must be able to have fluid conversations without answering stupidly back .. This is why J.A.R.I.S is in the title, I want fluid conversations like that.

2) Research and implement skills - This is the main part of the project. I want to be able to tell the bot to go off and research certain things (could be anything). The bot then must be able to hold that information indefinitely, and use whenever needed. (I have 50TB space available for now to hold information)
For example:
a) I could tell the bot to go research about the solar system, then the bot would search the web and gather all information it would deem needed. While storing any reference images to help later on. -- If I then asked about a planet and a question in regards to that planet, the bot would then tell me the answer, or tell me i'm mistaken and teach me the correct answer.
b) Another example would be for example the stock exchange. I would send the bot of and it would research all data and reports, with indicators for technical analysis. I would then ask its opinion on a stock or currency.. and it would give me a reason as to why.
Basically you can see my point.. its like a growing human, it researches subjects and implements them in the way I ask.

3) Windows desktop application - The software must be able to be downloaded on my pc.
If you have actually read this and not just a bot placing a bid - type "AI" before your proposal, or I will delete your bid.
Milestones can be put in place. But the project will be tested rigorously before any money is released.
