Build RFID Mobile Solution to track inventory products

This is a serious project and I am looking for an excellent developer who will be building a mobile solution that will work on RFID scanner such as Zebra and Bluebird handheld.
Business objectives and scenario :
We are using a PC-based inventory solution on windows machine. The application is developed by third party using VB and doesn't allow integration. However, the current inventory application can export and import excel file that contains the barcode " Classic barcode". This application has been built long time ago and now there's a demand to use RFID tags and scanner. Therefore, the solution should accommodate the current business.
The devices to be used :
1- Printer : ZEBRA ZD500 THERMAL PRINTER - ZD50042-T11200FZ
2- RFID Scanners
- Zebra RFID : No limit since you will be using Zebra SDk.
- Bluebird RFID Scanner
Again, the retail shop has inventory system PC-based, will be using RFID for the first time, the RFID will be reading bulk and then the inventory will be updated on the stock count. The type of business is retail for clothing and footwear.
