.htaccess/folder Fix

I have a website where there are folders and files with the same name.
I want the file to lead to the page and folder to hold the content that will be clicked on that page.
This is what I want:
/[login to view URL] and /blog/[login to view URL]
/[login to view URL] and /projects/[login to view URL]
The .php extensions also need to be removed. I will not pay over $10.
