fix a problem in the opencart2.3.0.2

I just install an opencart system on the [login to view URL],the opencart version is 2.3.0.2,but when I try to install a plugin ,it can't be used,and the opencart told me that "You do not have permission to access this page, please refer to your system administrator."see the attachment.
I try to fix this on the setting ---> User Groups ---> Administrators ,click "Select ALL ",after those operation ,The plugin still can't work .
Not only this plugin ,but also other plugin ,they all can't work .
I guess it is an server permission problem ,but not very sure,and very welcome that somebody can give me more suggestions:)
