custom css for page link dropdown

hello- I am looking to add some css to a WP theme page (theme is layers wp) that will function like this:
[login to view URL] scroll down and click on eg Albin in Region 1 - the click produces a text dropdown underneath.(screenshot attached)
I guess a problem potentially is that this effect is only to be applied to onepage of the website, not every page (other pages have links also- but go to external URL only)- it'd be added in the 'custom css' customizer areaof the theme .
Secondly I would still need to be able to select a dropdown expanded set of text and make that a link itself
Hopefully all doable..looking for quick solution today if possible
