Simple Graphic Creation Utility(repost)

I want a nice GUI software utility that a user can enter text and place it on exixted 500 x 300 jpg template and place it on the template graphics included with the software, possibility 5 at first and the ability to add more templates. This text can be placed on the template graphic background and moved or snapped into place to create and banner image with the text they entered.. Any Windows font or color can be adjusted and moved as text boxes, much like you can on a Powerpoint slide.

The abiliate to browse the hardrive for other jpb graphic images to move, place and size on the template background, much like can be done on a powerpoint slide.. Once the user places the text and images they like as layers on the chosen template background image, the layers can be saved out as a jpg image. Only placement, size and text color can be adjusted.

The project file can be saved to make edits or changes, but also has the option to be rendered or flattened out to one jpg image. All set to a fixed 500 x 300.

Should be simple for a coder who knows graphics software development.

We will supply the template backgrounds.. A simple sample is attached in this posting.
