Need a website where people can upload pictures and get ratings on them. People should also be able to leave a small description for the picture they upload and also other people should be able to leave comments.
The first option for this site is to build it using JOOMLA.
If it's not possible to use joomla we can use some script or something (although having the possibility to add components to joomla makes it the first choice).
The design will be created by us, you will only have to code the template (if using joomla) and install the image rating components (i'm pretty sure there are some on the market, if not, it will be pretty easy to create one component).
Project should be delivered in 3-4 days after selecting the winner.
Payment terms:
* 80% after delivering and installing the website on our server
* 20% after 5 days of testing
Max budget for this is $350, can go to $430 if you do a quick and quality job.
