Fast Changing Number Transition

Hey everyone, I need one of those elements that changes numbers really quickly (blur-like) then slows and settles onto a number. I don't mind what it's made in, assuming JavaScript or Flash. I hope any coders with a creative mind can imagine what I mean, if not please ask and I'll try to clarify. Here are features it needs to have: 1. I need to be able to change the end number easily. 2. I would like to be able to control the speed it goes at and how long it lasts for (not afraid of code as long as it is clear). 3. If possible, I would like to make it a link on the webpage and be able to give it a hover state. 4. I will ask for revisions. The item will most likely (will confirm on bid acceptance) Helvetica 300px and a solid light grey. The number will always be 2 digits. Maybe some sort of fade effect between numbers would be good, would like advice, I just want it to be smooth. Please let me know if you gave any questions! ## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):

b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
