Design a recruitment e edition newspaper

I would like to recreate a newspaper in a digital format. I would be creating a recruitment advertisement newspaper that I would want produced on a weekly basis.
My adverts would be either 12cm x 6.3cm 1/4 page, half page or full page.
If you look on www.todaysrecruitment.co.uk. ; They have a digital issue newspaper that I would like similarly to create.
After this has been created I would like advice on how to do this myself in an easy format as I would be adding recruitment adverts on a weekly basis
