Looking to retrieve and access Taobao open platform API keys to develop custom API

I am looking for someone who can access Taobao Open platform API keys from their respective site. I currently have a buyers account but I would like someone who can guide me or even help me retrieve the correct API keys for my developers to use or you can help me create the custom API for magento website using the taobao API keys you retrieve and help me setup.
1. Retrieve products from Taobao/Tmall
2. Retrieve products Inventory like size, colors, inventory etc.
3. Retrieve products Image and other attributes like price etc.
4. After Retrieve products with their attributes store them in the website backend in “Product Table”.
5. All the Retrieved products in the product table will be unpublished.
6. There should be product management that means admin can edit product information before publishing it on the front end so for example change product price, image or other attributes etc from the product management table.
7. So after editing the price and other information admin can click on publish button to make the product live on the front end.
8. If any product is out of stock on the Tmall/Taobao it should be removed from the front end automatically but it will remain there in the backend product table from where admin can delete it or keep it as per their need.
9. Admin must be able to track and mange products in product table.
Basically managing products means "removing the products" from backend when it is out of stock on taobao or tmall etc and other operations like changing the product price, changing the product image etc.
10. Integrate website with taobao and tmall inventory, sizes , prices etc for retrieving products.
11. There will be 14 to 15 product categories that need to be retrieved.
12. From the backend admin can see the base prices(The actual price of the product at tabao/tmall)
