Professional GIF maker to assist me (short looping GIF)

I need smoke with transparency to be put between two still images as a smoothly looping GIF as a web banner. I have a really low fidelity version of what I need as an example that I can send interested parties.
The important thing is that I need it to be a low filesize but 1903x1166 in res.
Submission requires design files (ie psd, after effects file etc) to be provided. Potential for ongoing web graphic work if I'm impressed
I will send the file provately as what I came up with is 31MB and this is way too large
